Sedgwick County expenditures associated with court-appointed legal representation in Child in Need of Care (CINC) proceedings exceeded $1 million annually for parent-attorney representation in 2024 and 2025 according to publicly produced county financial records analyzed by Record Rights.

The records reviewed include payment dates, payment amounts, and vendor/payee information associated with county-funded legal representation in Sedgwick County CINC proceedings between 2021 and 2026.

Analysis of the records identified significantly different spending trends across three major categories of legal representation:

• Parent Attorney Spending
• Guardian ad Litem (GAL) Spending
• Child Attorney Spending

Parent Attorney Spending Increased More Than 32%

County-funded parent-attorney expenditures increased from approximately $777,453 in 2021 to more than $1.03 million in 2025.

Year-over-year records reflect continued increases during nearly every year reviewed:

The largest annual increase occurred between 2022 and 2023, when expenditures increased by more than 10%.

Child Attorney Spending Declined During the Same Period

In contrast to parent-attorney expenditures, county-funded child-attorney spending declined between 2021 and 2025.

GAL Spending Remained Relatively Stable Before Increasing in 2025

Guardian ad Litem (GAL) expenditures remained relatively stable between 2021 and 2024 before increasing significantly in 2025.

Monthly Payment Trends and Vendor Concentration

Additional analysis of the records identified:

• recurring monthly payment concentration patterns,
• end-of-year spending increases,
• vendor/payee concentration trends,
• and differing growth trajectories between legal representation categories.

Monthly payment records also show recurring spikes during certain periods of the year, including late-year payment surges and clustered vendor payment activity.

Public Records and Methodology

The underlying datasets were obtained through publicly produced county financial records associated with Sedgwick County Child in Need of Care proceedings.

Due to dataset size, records were separated by year and analyzed using aggregated payment totals and transaction-level payment records.

2026 totals reflect partial-year data and are not directly comparable to prior full-year totals.
