KORA Records Regarding Wichita Children’s Home Shelter Facility Designations

Timeline

  • March 30, 1995 — Administrative Order 95-6 was issued by the Eighteenth Judicial District Court designating Wichita Children’s Home as a “shelter facility” for placement of children believed to be children in need of care.
  • The 1995 order explicitly stated that the designation would remain effective “until 2400 hours on May 1, 1999, unless sooner rescinded by further order of this Court.”
  • November 29, 2025 — A Kansas Open Records Act (KORA) request was submitted requesting:
        “All Administrative Orders of the Eighteenth Judicial District designating shelter facilities for children taken into police protective custody under K.S.A. 38-2232, including Administrative Order 07-MV-32 and any amendments or successors.”
  • December 4, 2025 — Administrative Order 25-04 was electronically filed by the Eighteenth Judicial District Court.
  • December 2025 — The Court later responded that all records responsive to the request had been provided.

After requesting confirmation regarding whether additional Administrative Orders existed beyond Administrative Order 95-6 and Administrative Order 25-04, the Court responded:

No additional administrative orders designating Wichita Children’s Home as a shelter facility were produced in response to the request.

Issued: March 30, 1995

The order designated Wichita Children’s Home as a “shelter facility” for placement of minors believed to be children in need of care who did not require immediate inpatient medical care.

The order specifically stated:

“IT IS BY THE COURT ORDERED that the above designation as ‘shelter facility’ pursuant to the Kansas code for care of children shall remain in effect until 2400 hours on May 1, 1999, unless sooner rescinded by further order of this Court.”

Issued: December 4, 2025

Administrative Order 25-04 again designated Wichita Children’s Home as a “shelter facility” under K.S.A. 38-2232.

The order was electronically filed four days after the KORA request seeking historical administrative orders and successors relating to shelter facility designations.

Court Response

Following the records request, the Eighteenth Judicial District Court stated:

“We have provided you all records that are responsive to your requests…”

The records produced did not include additional administrative orders issued between the expiration date referenced in Administrative Order 95-6 and the issuance of Administrative Order 25-04.

Two additional administrative orders relating to juvenile intake procedures were also produced but are not analyzed in this post because they do not specifically designate shelter facilities under K.S.A. 38-2232.

Questions Raised by the Record Timeline

The records timeline raises questions regarding:

  • Whether additional administrative orders existed between Administrative Order 95-6 and Administrative Order 25-04;
  • Whether Wichita Children’s Home placement authority was documented through other administrative mechanisms during that period;
  • Whether additional designation records were maintained but not produced in response to the KORA request;
  • How shelter facility designation procedures were administered between 1999 and 2025.
